Add configuration for Declan's A1 Camera

- Created a new YAML configuration file for the Declan A1 camera.
- Configured ESP32 settings, including WiFi, API, OTA, and logging.
- Set up I2C for camera communication and defined camera parameters.
- Enabled web server for streaming and snapshot modes.
- Added a GPIO switch for camera flash control.
