Re-creates the dashboard summary component PR, this time targeting dev instead of main.

The dashboard summary component displays fleet-wide health at a glance with:

  • System health indicator (healthy/degraded/down)
  • Active agent count
  • Status breakdown chips (active, idle, thinking, error)
  • Touch-optimized for kiosk and mobile PWA

Note: The component code was already merged to dev via another path, so this branch is now identical to dev. This PR serves as the proper tracking link for CUB-57.
